This is a genuine MIele charger cradle for the original Triflex family of stick vacuums. 

It enables convenient charging of the Triflex's lithium-ion battery independently of the appliance.

Especially useful for those with more than one battery.  Clean while your your extra battery is in the cradle cleaning.  When you're ready, simply plug the new charged battery in and keep going.
